regulators \u2018under-resourced\u2019 compared to developers, committee warns"},"content":{"rendered":"<div>\n<p>Regulators for artificial intelligence in the UK are \u201cunder-resourced\u201d compared to developers of the technology, the Commons science committee chief has warned.<\/p>\n<p>Outgoing chairman of the Science, Innovation and Technology Committee, Greg Clark, said he is \u201cworried\u201d by the gap between regulators and the \u201cfinance that major developers can command\u201d.<\/p>\n<div class=\"sdc-site-outbrain sdc-site-outbrain--AR_6\">    <\/div>\n<p>In a report produced by the committee into the governance of <strong>AI<\/strong>, the group said the \u00a310m announced by the government in February to help Ofcom and other regulators respond to the technology\u2019s growth was \u201cclearly insufficient\u201d.<\/p>\n<p>The next government should announce further financial support \u201ccommensurate to the scale of the task\u201d, it added.<\/p>\n<p>\u201cIt is important that the timing of the general election does not stall necessary efforts by the government, developers and deployers of AI to increase the level of public trust in a technology that has become a central part of our everyday lives,\u201d the report states.<\/p>\n<div class=\"ad ad--teads\">        <\/div>\n<p>The committee was also concerned at suggestions the new AI Safety Institute has been unable to access some developers\u2019 models for pre-deployment safety testing.<\/p>\n<p>The next government should name developers refusing access \u2013 in contravention of the agreement at the November 2023 summit at Bletchley Park \u2013 and report their justification for refusing, they added.<\/p>\n<p>Former business secretary Mr Clark said it was important to test the outputs of AI models for biases \u201cto see if they have unacceptable consequences\u201d, as biases \u201cmay not be detectable in the construction of models\u201d.<\/p>\n<p>\u201cThe Bletchley Park summit resulted in an agreement that developers would submit new models to the AI Safety Institute,\u201d he said.<\/p>\n<p>\u201cWe are calling for the next government to publicly name any AI developers who do not submit their models for pre-deployment safety testing.<\/p>\n<p>\u201cIt is right to work through existing regulators, but the next government should stand ready to legislate quickly if it turns out that any of the many regulators lack the statutory powers to be effective.<\/p>\n<p>\u201cWe are worried that UK regulators are under-resourced compared to the finance that major developers can command.\u201d<\/p>\n<p>The government and regulators should safeguard the integrity of the general election campaign by taking \u201cstringent enforcement action\u201d against online platforms hosting deepfake content, which \u201cseeks to exert a malign influence on the democratic process\u201d, the report said.<\/p>\n<p>But the \u201cmost far-reaching challenge\u201d of AI may be the way it can operate as a \u201cblack box\u201d \u2013 in that the basis of, and reasoning for, its output may be unknowable.<\/p>\n<p>The Department for Science, Innovation and Technology said the UK is taking steps to regulate AI and upskilling regulators as part of a wider \u00a3100m funding package.<\/p>\n<\/p>\n<div>This post
